new desktop

so my friend wants to get a desktop computer to do his school work on and surf the internet and do some filesharing and maybe play a few games. he has between 600-700 dollars to spend on everything including os, monitor, keyboard, mouse, etc. any suggestions would be a great help since i am just now building my first computer ever with the help of you guys. thanks alot.:D
