What PSU do you have? It may be that the new GFX card isn't getting enough power.

It should be enuff i know of other people who have installed this card and it works fine. But anyway its a 400watt

Its not the wattage of a PSU that counts its the quality, you could have a $20 1000w PSU and it wouldn't run a low end graphics card.

The PSU and a fault on the card are the most likely causes of the problem.

I know of many people running this card and many 8800gt on there xps 410 i dont think its a power problem did some checking and they underrate there power supplies and by my research its putting out 480 watts peak

All companies underate their PSU's because they don't run at their peak power continuously.

If its not the PSU its more than likely the card.

Is it a new card? Or did you get it off eBay, or something like that.

Hmm, it sounds like your card is faulty - try sending it back and getting a replacement. :)
