BOOTMGR not found

replaced my hard drives and during start up it says boot mgr not found and to press Control Alt Del to restart. i tried changing it to boot from the cd drive with a WIN 7 install CD but no luck. any help from anyone would be great.

Where does this occur? Right after you turn on the PC during the BIOS processing? Or does it get to the desktop?
