Wondering where to find the most up to date parts.

I was recently (as of end of 2012) looking at building my own computer. I had a post about components and what i intended to put into my build. However, as time progresses and I am still working on putting money together, I was wondering how ofter i should need to consider updating my parts list? Also, where i would look to find the most updated parts. Is there a certain website(s) that I could visit to read up on new and coming parts?

Checked out the builds and noticed the one i would most likely use has no OS. I was recently contemplating using a Linux derivative such as Ubuntu, does anyone object to this idea. I would mostly be using the computer for gaming and plan on getting a dual partition that includes either windows 7, windows 8, or both. However I have seen people run XP and such in Linux. Can I do this for gaming and is it efficient or would i be better off doing the partition that I was going to in the first place?
