Can one use a SATA cable when one is installing only one hard drive? Or with only one HDD, is it necessary to use the IDE ribbon cable.

Yes you can use a SATA cable as long as both your motherboard and HDD are SATA. It doesn't matter if you have 1 HDD or 2.
