I get lights, camera, action.

It says there was a shutdown error, and asks do I want safe mode or regular start up?

I chose Regular Start UP.

System is starting up, I get the Windows XP logo, and the progress bar starts.

This indicates to me that is has found Windows(I'm using a drive from an older system with XP installed).

THEN, I get a blue error screen that flashes by much to fast to read, and the system reboots.

You mentioned in your other post that you changed the motherboard, right?

This may require you to run a repair on your XP installation before it will work. Boot from the XP CD, progress like you're going to install a fresh copy, but instead choose to repair an existing installation. This will replace all of the core OS files but keep all of your applications and data.
