I want to build a new system mainly for internet, Video, Picture editing and music. Can anyone give me an idea of how much processor and RAM I need on a budget?

For video and picture editing, a quad-core CPU is probably the way to go if the software you are going to be using supports it. 4GB of RAM wouldn't be a bad idea either in order to have multiple layers open.

If you don't mind me asking, what is your budget?
