Welcome to the forums.

The psu you linked to is definately overkill, unless you plan to run multiple hard drives, and multiple video cards.
Look at something like this (http://www.newegg.com/Product/Product.aspx?Item=N82E16817139005), this (http://www.newegg.com/Product/Product.aspx?Item=N82E16817139006), or this (http://www.newegg.com/Product/Product.aspx?Item=N82E16817341011).

You're not going to be able to use that video card, since AGP interface doesn't work with modern motherboards. I would suggest a P45 motherboard from Gigabyte or Asus.

I can't think of any good reasons for running Windows XP. Unless you need to build this computer right away, I would probably wait for Window 7 to be released and go with that.

Do you have a specific budget range?
Have you looked at our Recommended Builds?
Ask plenty of questions. We're happy to help.

You'll have to go with 775 to stay under $1000. Besides, 775 is known solid performer, and is nowhere near obsolete. The motherboard you linked to is for the LGA775 processor too. It's a good choice, don't worry too much about the Newegg reviews.

A Q9400 would be sweet.

The Rosewill power supplies don't have a great reputation as high quality units. Look back at the 2 Corsair psu's that I linked to in one of the previous posts.
