Bad mobo or needs fixing?

Hi! New to this forum. Anyways, i built this pc and using it now. My issue is...everytime i shut down the pc i'm not able to start it again. No signal on my monitor but fans run (or powered)...I tried everything and found out that the only way i can start the pc again is by removing the mobo's battery and wait a little while.

Is that a bad mobo or do i need to do something to fix it? Thanks!
