Can a virus survive a hardrive reformat? If the hardrive is replaced can it be infected if the rest of the hardware is not (motherboard, GPU, RAM, etc)? I'm thinking of upgrading my current PC and want to make sure I'm not going to corrupt a new component.

No, if you reformat the only hard drive in the computer then the virus is gone.
