I bought the evga 512 MB 8800gt card in late January.

I'm perfectly happy with the card, but I know the new GeForce 9 cards have been released, and I believe I only have a couple weeks left on my step-up program option. I paid $250 for the card (annoying since it's currently 200 at Newegg, but that's technology for you). Are there any better cards that are close to the $250-300 price-range that are worth trading in my 8800gt for? Or am I better off skipping the step-up program and sticking with what I still think is an amazing card?

In that price range there not much to Stup up too. You could stup up to the 8800GTS 512. Its a better card, but its a good bit more expensive. You could stup up to the 9600GT, but that would be a Stup Down in performance.

I would suggest keeping what you have. A great option for that card is the new evga Akimbo cooler. Awesome.
