Control Panel in Vista

I have installed Vista Home Premium and like it. I am having one problem though that seems to have a connection to using Flight Simulator X. Sometimes after exiting FSX I no longer can access Control Panel. It just flashes and disappears. Any ideas?

Incidentally, FSX on my new build is spectacular!
